West Kootenay residents concerned about low water levels in Arrow Lakes

Some residents of B.C.'s West Kootenay region say they're worried about water levels in the Arrow Lakes amid a historic drought and high temperatures that triggered an early snowpack melt. They're calling on B.C. Hydro, which uses the Arrow Lakes as a reservoir to generate power, to do more to preserve valuable salmon habitats and recreation spots.

Both the Sunshine Coast and east side of Vancouver Island face persistent water shortages as below-average precipitation fails to replenish reservoirs drained by the fall drought. “This is the driest fall season on record for all Vancouver Island hydroelectric watersheds,” said B.C. Hydro spokesman Stephen Watson.

The Katzie First Nation is suing B.C. Hydro and the province for allegedly breaching legal commitments to mitigate damage caused by the Alouette hydroelectric dam. For only the second time on record, huge pumps have been set up in Upper Quinsam Lake west of Campbell River to ensure there is enough water in the region’s waterways to allow salmon to spawn and to ­protect new spawning beds at risk because of the ongoing drought. Pumps started working Friday to send water through several hundred metres of pipes into neighbouring Wokas Lake to maintain the current river flow rate. The lakes are connected by a channel.

As dry, unseasonably warm weather across B.C. persists well into October, the crystal blue water at Maple Ridge's Alouette Lake has retreated by at least 10 metres, leaving buoys sitting on dry land and would-be swimmers walking across bone-dry lakebed to access the shallows. Alouette Lake is a popular summer and boating spot, located about an hour's drive east of Vancouver in Golden Ears Provincial Park. The lake is also a B.C. Hydro reservoir, where water is regularly diverted to generate power and to ensure water levels are sufficient to sustain nearby salmon populations in the Alouette River.

B.C. Hydro says drought conditions in the province have left some of its reservoirs at or near record-low levels. While there is enough water at its larger facilities to meet the demand for power, the Crown utility says it has had to adapt to the impacts of climate change to keep fish alive downstream. Spokesperson Mora Scott says B.C. Hydro has held back water in its reservoirs in anticipation of a possible drought. "We have known that this can potentially be a problem for months, so we have been conserving water where we can so that we make sure that we're controlling that release of water, so that we don't see situations where we have rivers drying up and fish that are being killed," Scott said.
