"The commission does not have sufficient confidence that the level of risk posed to an essential source of drinking water for the region has been adequately defined," reads a section of the 105-page document released by the Clean Environment Commission, an arms-length provincial agency mandated to provide advice and recommendations to Manitoba's environment minister. "The mining approach proposed by Sio Silica does have merit if the risks posed to the quality of water in the affected aquifers can be better defined and the management of those risks can be adequately addressed."

But a bill making its way through Parliament to codify this right into law may need to change to be truly effective. While Environment and Climate Change Minister Steven Guilbeault has promoted the resolution’s “principles” as being in line with the bill, a Canadian UN special rapporteur has said the legislation “should be strengthened” and noted it is not consistent with the approach taken by the UN Human Rights Council and the UN General Assembly.

The Conservative Party of Canada is not saying if an Erin O'Toole-led government would keep measures supported by the two other main parties that would increase scrutiny of open-pit coal mine proposals in Alberta's Rocky Mountains. "[The Conservative platform] ensures that we will meet our environmental and climate targets while ensuring we get Canadians back to work in every region and in every sector," said an email from party spokesman Mathew Clancy.
